And shitty cheap slumlords. There are a lot of damp and rotting buildings being rented out here and the councils won’t do anything about it.
Not to mention the constantly increasing numbers of people sleeping rough or who are otherwise homeless and without regular/reliable heating (or housed but too poor to heat) - several hundred of who are unlikely to survive the winter.
