It sounds like the crew are trying to do everything they can to help out and do what’s right. I hope that the authorities will take that into consideration when figuring out what to do with the sailors. The situation seems terrible for everyone involved

Because none of the crew can step foot on American soil. It’s a Singaporean vessel with an Indian and Sri Lankan crew. They don’t have visas and so they’re denied entry.

Failing to rescue them should be illegal. Sorta like how an ER is required to save a life regardless of ability to pay.
