    To clarify, Miley calls it a spy balloon- just one that failed because it was blown off course (it’d motor was too weak to work against the wind)

    So it was still a spy balloon whose purpose was failed because of a laughably foreseeable problem. (Anyone whose flown air balloons- including the dinky micro-R/C knows that you have to plan around winds and the drag forces of the wind pushing you.)

      So, instead of “not collecting intelligence” it should read “unable to collect intelligence” or maybe even “collecting inconsequential intelligence”
