I got a complete set of dishes, settin for six, from grocery rewards as recently as the early 2000’s. It was from Safeway I think. Not long after that they did cookware, and I got a few pieces before they stopped the program.
I eventually gave away the dishes, but still have the cookware. It’s pretty good stuff.

You say it’s priced at 85K, repairs 15K. Would you buy it if it was in perfect condition for 100K? If so, buy it. If not, walk.
I don’t know what your local market is like, but in most places a seller won’t entertain that much price reduction.

Storm windows are a thing in four season climates, basically just another pane of glass over the existing window in winter. I have known low income people to just staple clear plastic over the frame for the same effect. You might give it a try. Ugly, but better than boarding them up.
Rheostats are two wire devices, think of them as current controlling. Potentiometers are three wire devices, typically used as voltage dividers. They are not the same.
