It’s the ICRC, if they know, they wouldn’t say, ever. No matter who actually did it. It’s their whole MO. They keep shush about everything they see and hear because their mission is to protect the civilians, not to play political games. The language they choose to use is very deliberate and calculated. There’s a reason that a lot of armed groups are willing to sit at a table with the Red Cross but not other humanitarian agencies.
