Huh? The person with health insurance has already paid the insurance company. That person owes zero dollars to anyone for the vaccine. The government also is not involved in the transaction. The payment is from the insurance company to the pharmacy.
Insurance does add value. It buffers people from variations in health costs. In the case here of one $200 vaccine dose, sure many people could pay directly. Also many people can’t. In either case that $200 is a barrier to getting vaccinated. It is in society’s interest, our interest, to have high vaccination rates so we try to remove the barriers to getting vaccinated.
I think for profit health insurance is a shitty system but as long as we have this shitty system I want the government to regulate the crap out of those insurers. Like requiring no cost vaccines.

Covid vaccines remain free to anyone with insurance, including Medicare. They are immediately available at just about any pharmacy. Access is not the problem.

As far as the PRC is concerned Taiwan has always been part of the PRC. That was the point. The Taiwan policy of the PRC hasn’t changed.
The PRC has always maintained that Taiwan is part of China and will be eventually incorporated back into PRC. (The ROC had the same position, but with respect to the mainland until 1991.) Taiwan was in fact part of China from 1683 until the Japanese started their imperial colonization of China and Korea, taking Taiwan in 1895. It would be news and a really big deal if the PRC stopped making that claim.

AFAICT one super charging site in Chicago had more than one non-functional chargers. Why they were not functioning is not known. Quite a few Teslas queued up there in the cold and some of them ran their batteries down to zero. Each regurgitation of the this event has the same pictures of the same cars at the same place.
It is a fact that EV range decreases with cold, and that decrease can be significant. Drivers unaware of this, and who don’t monitor their battery levels, can indeed find themselves effectively ‘out of gas’.
We need much better urban charging infrastructure. Street level L2 charging should be ubiquitous, and that can be easily achieved using the existing street level power line infrastructure.
