Lighter skinned men on tv mostly have makeup to counter the bright lights so they don’t appear pasty. They don’t generally go for strong eyeliner as part of that makeup.

Again: TV makeup is not the same thing as eyeliner. This is not a complicated topic.
For most cis hetero men, some powder to reduce the shine of the bright lights in front of the camera is normal. Guyliner is not.
